SPEAKER NOTES SLIDE 1: Line 1: Fire safety strategy in transportation: Passenger Ferry SLIDE 2: Line 1: In previous years, the problem in transport vehicle fire safety is not being give much attention by authorities as they are more focus on land structures such as homes and buildings. Line 2: However, after some major incidents at sea, authorities are not giving equal priority to transport vehicle’s fire safety. Line 3: Based on some reports, the problems in transport vehicles particularly passenger ships are in equipment design, materials used in construction of the ship, and complete reliance to automation. Line 4: In marine transport vehicles, fire safety is more focus on passenger ferries and ships that contains large number of travelers. Line 5: This is because the safety of passengers and the chances of survival when a fire occur at sea is minimal. SLIDE 3: Line 1: It is more dangerous in ferry because there is no place of safety at when a fire occurs. Line 2: This is because there is no escape but the sea and people are likely to drown and freeze to death. Line 3: Evidence shows that there are already thousands of people died in ferry fire accidents at sea. Line 4: Today, although there a better emergency plan and equipment, travelers are still in danger of fire for a number of reasons such as neglect and human errors. Line 5: Fire is always a problem because until now many people from all ages die in their homes, public places, commercial establishments, cars, truck, airplanes, and ships because of fire. Line 6: It must be minimized or completely stopped as it brings not only death but considerable losses to the shipping industry. SLIDE 4: Line 1: There a number of fire safety strategies that were designed to prevent and control the spread of fire in ships. Line 2: Laws and regulations are currently regulating materials being used in ship building. Line 3: A number of organizations had and are conducting fire and safety in the marine environment. Line 4: And a number of studies are being done to find the causes of fire and accidents in ships. Line 5: Laws are now requiring ship builders to incorporate fire safety in their design. Line 6: Similarly, a number of organizations are promoting code of safe working practices and safety culture in the marine industry such as regular fire drills and installation of fire safety equipments and devices. SLIDE 5: Line 1: However, it is not clear if these measures effective and really appropriate for passenger ships. Line 2: For this reason, identification and evaluation of fire safety strategies in ferries is important as to determine the extent of protection passengers would have while travelling in this type of marine transport. Line 3: Moreover, there must be an effective strategy that can prevent and control the occurrence and spread of fire to ensure that passengers are safe.. SLIDE 6: Line 1: In line with the information presented earlier, this study aim to understand the nature of risk in marine transport vehicle and build a fire safety strategy that could prevent or minimize the impact of fire. Line 2: This study aims to develop a strategy can be use to prevent and control fire accidents specifically in ferries that frequently transport passengers 24 hours a day. Line 3: In general, to prevent the occurrence of major fire incidents and save more lives. Line 4: The objectives of the study is to determined the existing fire safety strategies in ferry and; Line 5: Analyze the strengths and weakness of existing fire safety strategies. SLIDE 7: Line 1: Review a number of literature to gather more theoretical evidence and idea that can help support the finding of this study, Line 2: Develop a fire safety strategy from information, evidence, and theory studied and analyzed. Line 3: Develop an assessment methodology that can identify the extent of effectiveness of the newly developed strategy. SLIDE 8: Line 1: Although it may not be the direct cause of disaster at sea, fire still played an important role in deaths and destruction of ships. Line 2: Fire safety is therefore not exclusive for land structures but extends to the operating procedures of transport vehicles crossing the sea. Line 3: It is important to apply restrictions on fire safety in ferry as it normally carries as large number of people of all ages. Line 4: Reports have it that 199 passengers died while travelling at sea in Noronic incident. Line 5: While more than 5,000 innocent passengers died in the Philippine seas when Dona Paz and MV Victor collide. SLIDE 9: Line 1: As mentioned earlier, most fire safety management before are focus on land structure and; Line 2: Normally focusing on design and materials used in construction, escape routes, place of safety, and effective prevention and control strategies. Line 3: However, fire safety strategies in ferry are much different as passengers will be in the middle of the sea or far away from land when a fire occurs. Line 4: For this reason, fire safety strategies for ferries must be focus more on the reality that there is limited escape routes and place of safety for people at sea. Line 5: Moreover, since it is more critical, fire prevention and control in ships should be more precise and reliable that those found in land based structure. SLIDE 10: Line 1: Since this study requires to gather relevant and useful information, it must examine a range of different methodologies to rightfully select the most applicable methodology for the study. Line 2: Moreover, different study requires a different approach and therefore it must be sufficient to requirements of this study. Line 3: For instance, this study requires information based on the level of performance, success, and problems of existing fire safety strategies in ferries. Line 4: The study therefore requires a methodology or methodologies that can provide the right information taken from the survey participants. Line 5: A qualitative approach or qualitative method may be useful in providing the necessary information that this study needs because it is very useful method in examining phenomenon in institutional setting and social reality. SLIDE 11: Line 1: Qualitative method can determine the good or bad elements of real-life setting such as situations in ferry particularly its compliance with their fire safety strategy. Line 2: Qualitative method is useful when investigating everyday events, action, and processes that include people behavior, thinking, and others. Line 3: In qualitative method, data are collected in their natural context and from the people involve thus more realistic. Line 4: More importantly, it can use to explore the hidden features of a phenomenon since it enables in-depth examination of processes involved. SLIDE 12: Line 1: However, qualitative data collection is not enough as the study requires more information that can be found elsewhere like theories, case studies, and so on. Line 2: Documents and other materials relevant to the subject of this study are valuable sources of information that can help facilitate a better understanding of the problem. Line 3; However, research methods have limitations and; Line 4: The success of qualitative research depends on the capability and perspective of the researcher. Line 5: For this reason, this study tried its best to maintain its reality throughout the research, from data collection to analysis of information. SLIDE 13: Line 1: The study found that existing fire safety strategies in ferry satisfactory. Line 2: The problems are in the crew and passengers. Line 3: This is because most accidents are due to neglect and passengers total disregard to fire safety regulations and procedures. Line 4: For instance, when existing strategies are fully supported by trained crews and fire safety aware passengers, casualties would be minimized because fire would either not occur or spread further. Line 5: Human intervention is always a part of fire strategy thus human errors are unavoidable, SLIDE 14: Line 1: Generally, the study found that weakness and strength of fire safety strategy or management are mostly associated with human factors and ship design in some cases. Line 2: Emergency plan and well-trained crews are sometimes being affected by the ship’s poor safety design. Line 3: The inability of the crew to fight and control the fire is associated with poor or obsolete safety plan of the ship. Line 4: Fire risk assessment failed to identify potential source of ignition and fuel in some area of the ship. Line 5: There are also some lapses in the implementation of fire safety policies and; Line 6: Poor implementation and total disregard by the ships own crew. SLIDE 15: Line 1: These are the same owner, management, and crew that are responsible for implementing fire safety regulations. Line 2: The owner, management of the ship, the officers of the ship, the crew members, the coast guard, and other regulating authorities that are all responsible for ensuring the safety of passengers. Line 3: More often, the emergency plan in place is becoming useless because the people managing the ship are irresponsible. Line 4:: For this reason, improvement in ship’s fire safety strategy should be more focus on the human aspects of the its implementation. Line 5: More considerations should be given tor human’s negative behavior such as disregard to safety, greed, corruption, and bad decision making because in reality, it can kill more people than a natural disaster. SLIDE 16: Line 1: Improvement should focus on creating responsible organization aboard a ship, Line 2: Selecting the right individual for the job, well-experienced, and dependable. Line 3: Resources should be willingly allocated by the ship owners such as safety equipment and fire warnings and suppression devices. More importantly, they must include training and regular drills for personnel. Line 4: More importantly, ensure that all crew qualifications passed the international standards. SLIDE 17: Line 1: Achieving the aim and objective is not easy as like any other research this study encounters some challenges and limitations such as: Line 2: Resource limitations caused by unavailability of some relevant case study materials. Line 3: Time limitations in the interpreting and analyzing data. Line 4: However, the research tried its best to conduct its functions in the most positive way where it can present the most relevant cases and supporting documents that can validate or invalidate the study’s argument. Line 5: More importantly, it tried to present understandable facts to all. SLIDE 18: Line 1: In future research, it may be necessary to have some improvement by increasing the number of case studies and supporting documents particularly those that would directly for concern agencies and organizations. SLIDE 19: Line 1: In general, fire disasters in ferry occur because of neglect and total disregard to fire safety policies, procedures, and failure of fire prevention equipments and devices. Line 2: More importantly, human errors and ship’s management neglect and reluctance to follow safety regulations. Line 3: Based on these factors, the fire strategy should be more focus on human behavior, error, and should be strict in implementing fire safety policies and procedures. Line 4: It will also help to have good housekeeping in ferries to ensure that combustible materials and sources of ignition are easily accessible. Line 5: Good communication facilities and equipment can also help in facilitating coordination during an emergency and remove language barriers. SLIDE 20: Line 1: There should be a master list of roles where each crew’s responsibilities are clearly specified. Line 2: There should be a readily available for escape routes that can be access anytime. Line 3: Conduct regular fire drills and periodic test of fire fighting equipments to ensure are all well informed and equipments are working. Line 4: A fire prevention group must with experienced leader must be created to ensure effectiveness. Line 5: Fire risk assessment must be complete, accurate, and updated. Line 6: When required, the ship’s fire safety layout must reviewed and modified accordingly. SLIDE 21: Line 1: For fire prevention, there should be an active and passive fire safety provisions for all ships. Line 2: More importantly, life preservers must be inspected regularly to ensure its quality, usefulness, and adequacy during an emergency, Line 3: Finally, passengers must be undergo an orientation before leaving the port or at the beginning of each journey so they will be aware of the safety and evacuation procedure of the ship. SLIDE 22: Line 1: In summary, fire safety management is ferry is different from land structure. Line 2: There are undeniably limited escape route and place of safety for passengers travelling at sea. Line 3: Fire prevention and control is therefore must be more reliable in ferry or in other ships crossing the sea. Line 4: Failure of fire safety is mostly influenced by widespread neglect and disregard to safety. Line 5: Fir safety management in ferry should create a responsible fire safety organization onboard to ensure that there are responsible people to implement safety polices. Line 6: Management should ensure that existing fire safety strategy is being implemented as planned otherwise it will be useless during an emergency.
