The National Emergency response, also known as the NT intervention and the Emergency Response was announced into existence by the Australian Government on 21 June 2007. The NT intervention was created to protect Aboriginal children in the Northern Territory protection from family violence and sexual abuse, following the release of the report; Little Children are Sacred (Australian Human Rights Commission, 2007, 1). Components of Current Social Policy That Protesters QuestionedAccording to Maguire (2011, 12), one of the concerns that the protesters aired concerning the NT intervention is the introduction of income management in western Sydney.

The income management was to be introduced to five areas of Australia (Bankstown included), starting from July 1. In the arrangement, residents perceived to be financially weak were to have half of their welfare transactions quarantined on Basics card. The Basics card is to operate only when recipients purchase items that have been approved at specified chain stores (Altman and Hinkson, 2007, 11). Protestors were poignant that the income management program was untenable since Aboriginal people were working for rations while living in abject poverty, as the government denied them basic services.
