More specifically, South Berkshire Borough Council has experienced several transformations within the organisation. After being appointed as the Head of Planning for the borough council, different re-structuring requirements have been faced by Cliff Lewis. Prior to his appointment as Head of Planning, he was the head of the Department of Economic Development consisting of 100 employees. Under his leadership and guidance, the department has been performing operations in a successful manner. Cliff Lewis has been ranked the highest for providing adequate support to the employees for the growth of the department. Comparison between Two Deportments before Restructuring Before appointing Cliff Lewis as a head of the Department of Town Planning, the department consisted of 55 employees. It has been identified that out of 55 employees, 35 are appointed for technical purpose, 5 are appointed as a project directors and 5 are appointed as expert coordinator. Moreover, rest of 5 employees are appointed for the administrative support. On the other hand, the Department of Economic Development is ascertained to be organised in an effective manner. Cliff Lewis has been identified to be making efforts to design the department in an organised manner. The Department of Economic Development has been restructured by Cliff Lewis by developing four business units with 25 employees. The employees are recognised to be assigned with specific job roles based on which operations are needed to be performed. Proposed Restructure Design The Department of Town Planning is suffering from a poor infrastructure. It has been also observed that the Department of Town Planning has failed to achieve several responsibilities within the due time. In this regard, numerous conflicts have been witnessed with the organisation for increasing complexities and lack of business effectiveness (Rochdale Borough Council, 2015a; Hickman & Banister, 2007). It is expected that after being appointed in the position of Head of Planning for South Berkshire Borough Council, Cliff Lewis has been planning to bring various changes in its operational performances as well as structural base. Cliff Lewis has decided to develop a new planning relating to Town Planning and Development Department (Pennsylvania Department of Community and Economic Development, 2000). More elaborately, it can be ascertained that Town Planning is a part of national law of the country. Initially, Cliff Lewis has been planning to develop a new team for the operation purpose of the town management project. It will be eminent to state that in the Town Planning Department additional technical staffs are not required, as the Town Planning Department comprised total of 55 employees with 35 employees as technical support staffs. In this regard, Cliff Lewis will eliminate those technical staffs and appoint a new task force. In this new task force, Cliff should develop a new department of 7 business units (Rochdale Borough Council, 2015b). Legal Department, Financial Department, Social Development Department, Infrastructure Department, Economic Department, Business Department and Core Committee Department are the different units of the new department. The legal department will consists of 10 employees, where the panel of juries will include 3 judges, 4 team members will be legal advisors and rest of the 3 employees will be legal invigilators (Wilcock, 2015). The legal department will be entitled with the responsibility of managing land law. The department will provide advice relating to suitable land that can be used for project planning. The department will focus upon several histories relating to land, such as usability of the land, disputes and many other important legal obligations. The urban development project requires huge amount of financial support (Thornley, 1999). The financial department will also include 10 team members out of which 2 will be auditors, 3 will be tax calculators, 3 will be authorised financial lenders and 2 will be budget planner. The financial department will be responsible for planning budget relating to the new project of town development. Apart from this, the department will also focus over calculation of tax amount that can be charged during the development process. In addition, the department will focus over several strategies of lending money from different authorised sources, as urban development projects require huge amount of loan (Pennsylvania State Association of Boroughs, 2015). Social development department will focus over the poverty rate within the area. The social development team also includes 10 team members who will provide huge support relating to mitigation of poverty rate as well as enhancing the living standard of those people. The department will evaluate the need of those poor people as well as ensures to provide support through town development project plan (Ellis & Henderson, 2013). Besides, the infrastructure development department will also focus over the requirements of proper infrastructural projects within the organisation. The infrastructure department will also look over the conditions of roads, bridges and railways facilities for developing a new urban project. The department focuses over the expansion of electricity development plant and many other departments that can be used in enhancing the urban department project (Ballaney, 2008). On the other hand, the department of economy and business development department are also recognised as very important for the overall development of the Town. These departments will ensure that the organisation is able to perform operations with better economic growth as well as business sustainability. More specifically, it can be elaborated that the department will evaluate the procedure based on which the people will be benefited through development of new projects in terms of economic perspective (Batty, 2002). Apart from this, the core committee department will play the role of supportive character for improving the township development projects. The department will also focus over water supply department, sewerage, storm water drainage, environment and pollution control and among others. In this regard, it can be explained that Cliff Lewis will be expected to achieve success by restructuring the business processes on the basis of the 7 business units will facilitate the organisation in performing operations in a cost as well as efficient manner (Summit Township Planning Commission, 2009).
