PROCUREMENT Task Procurement Introduction Procurement incorporates the process that use in the acquisition of servicesfor developing a project (Morledge, Smith, Kashiwagi, 2006, p.6). The traditional and “design and build” is approach that is suitable for Little-tree Parish Council in tendering for construction of a community centre/village hall. The construction of the facility should be congruent with legal requirements of the law when contracting the procurement. It is worth reinstating that adhering to the procedures in the process will enhance the success of the proposed project by the Little-tree Parish Council. The sustainability of a procurement approach is considered when a contracting a project. Furthermore, projects initiated through procurements should seek professional advice prior to their implementation. The financial demands and design are critical aspects that equally need consideration. It took the council a while before amassing sufficient the funds to carry out this community project; thus, cost became a critical issue on the method used. A decision on the procurement route for use should expect variance on the outcome (Morledge, Smith, Kashiwagi, 2006). The time required for the project and resource availability basing on knowledge is equally subject to consideration. The choice of the procurement route is dependent on the objectives that a client intends to attain with the available resources. Traditional procurement route According to Morledge, Smith and Kashiwagi (2006, p.96), the traditional procurement is the most common and current procurement approach. Organizations use it in implementing their projects and other business activities within the community. This technique also referred to as design bid build procurement, is efficient regardless of an individual’s knowledge concerning project management. This procurement style carries out complicated activities with indefinite periods for their accomplishment. This procurement is friendly in terms of affordability and other logistical requirements by the client. The Little-tree Parish Council will engage their ideas in the design presented before the contractors make suggestions concerning their needs. In the traditional route, a client lays out the plan for a project of which he/she selects a contractor to carry out the activity. They normally involve low risks since skilled contractors carry out most activities (Morledge, Smith, Kashiwagi, 2006, p.108). When traditional procurement is run for a short period, it can cause irregularities. It is noticeable that the process includes two stages of tendering when defining the methods for use in a project. Traditional route has several advantages since the contract is procured with a tested basis then it is issued upon analyzing the contactor‘s capability. There are Good chances of monitoring progress to guarantee they are congruent with the plan as initiated. Efficient strategies apply when awarding bids leading to a choice that is financially reliable (Morledge, Smith, Kashiwagi, 2006, p.111). For the traditional method, the contractor requires only a small number of technical staff since they contract specialists for their technical projects. The Little-tree Parish Council has to be responsible for the grants from the government. The traditional route will facilitate the involvement of financial experts in procurement for this community project. Furthermore, the traditional model will assist the council in aligning risks with their initial project aims. Once the council completes the demands of the current project, they can customize future needs for procurement (Walker & Rowlinson 2008). The disadvantages involve cases where the project takes long to accomplish. The client might incur extra costs initially unplanned for and this can be detrimental since Little-tree Parish Council has raised funds using several means like grants ( Morledge,Smith, Kashiwagi, 2006, p.111). This method limits certainty on the requirements and expectations by an organization. The contractors tender relies upon the first implementation phase act as a guide when issuing a contract. Design and build procurement route In the design build route, the contractor selected is responsible for implementing the whole project. This process is applicable for clients intending to limit their control over the procured project. Time taken might be definite for a project undergoing implementation like the construction of the community centre. In design build route, the client incurs costs at an earlier stage when procuring for construction of the village hall. With the intention of cutting costs incurred, the project should minimize alterations in design. There should be knowledge regarding expenses involved in the procurement process. The design build method involves planning on the acquisition procedures like purchasing of land or site selection of the project. The procurement strategy of knowing the participants in the project is necessary when using the design build procurement route (Morledge, Smith, Kashiwagi, 2006). There is risk assessment and noting challenges that might affect the project during its construction. The design build strategy happens in two phases. Pretesting it, narrowing down to evaluation and then opting for the best steps to take. A review of the stages checks for any critical errors that may crop along the design for the project. The procurement can use motivational strategies to boost development of the project by performing beyond expectations in result delivery. Brainstorming when making a decision on any procurement exudes positive benefits to the projects planned when procuring services. Concurrently, the constructions performance is under expertise watch with adequate knowledge of the related processes. It is evident that variations involved in this design includes client coming up with an integrated concept that is congruent with the contractor’s estimates (Morledge, Smith, Kashiwagi, 2006). Clients are required to set their goals to coincide with the choice procurement used. Furthermore, they should determine their immediate needs in terms of resources when making a procurement decision. Finally, the clients should map out the strategies that may result in interference or support to the procured tender. The contractor can choose to outsource part of the project to experts when performing a task. The project is summarized as one in a contract; incase, no redesign is made on the project there is surety on the costs involved in managing and running it to the end. The incorporation of the contractors’ ideas and knowledge at the initialization stage allows for maximization of creativity in the subsequent stages. This method is unfavorable for complex projects that may require instant communication with the client. The tendering process being full of risks requires much in terms of cost before initiating a contract (Morledge, Smith, Kashiwagi, 2006, p.90). At the design stage of this method, assessment of the contract is required prior to its implementation. The design build route will complete the project making it complex to integrate other ideas that may result in changes like an increase in population growth of the community. The Little-tree Parish Council therefore will engage the details of the projects details prior to procuring the tender (Walker & Rowlinson 2008). Recommendation The paper proposes traditional route use in this context due to the easy decision options it gives clients. There is specialization on the contractor in carrying out the project limiting errors that may occur whilst constructing the community centre by the Little-tree Parish Council. Traditional route is advantageous since it has undergone testing by several organizations in carrying out procurement procedures. Separation of procurement procedures will facilitate Little-tree Parish Council expectations basing on the initial design process. Indeed, experts assume control whilst designing the project. Indeed, the client has the capacity to influence the interaction with the project designer. In this case, the parish might alter their projects, which can be very costly in the case of choosing the design build route. Uncertainty of the project and non-specification of the timeframe makes the traditional route preferable (Morledge, Smith, Kashiwagi, 2006). The low risk nature of the project will enable the architect to employ his knowledge in coming up with the project. The traditional method will facilitate creativity of Little-tree Parish Council in the projects development. For this procurement case, the contractors will incorporate their ideas in the construction of the community centre. The traditional route will facilitate specifications of the institutions appearance whilst considering that it addresses religious purposes. The review of this method has shown limited conflicts with authorities and statutes provided for by the law. There will be time for the organizations involvement in other activities as this procurement method gives them time a chance to venture. The current trends also forms basis for using the traditional method since there is a wide variety of information and expertise concerning this mode of procurement. Being a religious facility, there might be complexities in details concerning the construction design bearing in mind structural needs that may be involved. The method will indicate expectations in terms of duties and obligation of those involved. As a community project, consultations are necessary; furthermore, traditional method allows the customization of the project making it congruent with the society’s interests. The traditional route method allows for alterations from the original plan when a community project is dynamic in nature. Traditional model was preferred since their site for the project used to be a garage and the route that favors projects designed at different stages, as opposed to the design build route that works in places specific for projects (Walker & Rowlinson 2008). Conclusion The choice of a perfect procurement route is not a definite affirmation of the success of a project in any given community (Morledge, Smith, Kashiwagi, 2006, p.90). Clients should engage their efforts in procuring a project to reconcile its implementation with the vision of Little-tree Parish Council. When legal requirements are not adhered to, a procurement activity can results to conflicts with the authorities and other parties involved in its implementation. Prior consultation and professional expertise is necessary for the contractors to ensure long-term efficiency in project management. Procurement methods choice or suitability is dependent on the construction project to be undertaken. All the procurement routes have shortcomings depending on the approaches used in implementing the project. The initial stages of projects design indicates the expectations realized by the Little-tree Parish Council. The resources utilized and the resultant effectiveness of the project measures the success of procurement.
