Resource management is extremely crucial in any organization towards achievement of its goals. Management is the process of ensuring objectives of any organization are achieved through efficiency, equity, and effectiveness balancing through obtaining the most or best from available resources while working through other people. A resource can either be a physical device or agent whereby they both provide services. Budgeting and planning assist in a larger extent to proper management and utilization of resources. Effective resource management results to efficient utilization of time, available resources, equipments, physical space, and available labor. Budget planning ensures there is enhanced improvement of productivity and quality of services provided by an organization. Proper management of fiscal, human, and physical resources results to excellent and quality service provision from any management in any organization. Improved awareness on fire safety among children will ensure reduced fire risks in their life. This is achievable with proper resources management with improved training of staff as well as taking into consideration principles of resource management. Principles of resource management and proper application of good human resource management within the project will ensure the process of resources management is achieved effectively. Various decisions and activities are involved in ensuring there is achievement of targeted results. This involves taking into consideration strategic objectives of the organization mainly from reputation and changes in the physical environment. Other activities and decisions include operational which are day to day issues which assist the organization towards delivery of strategic objectives. Others like financial, knowledge management, and compliance assists greatly towards effective management of resources and reduced fire risks among the children. The proposed project will create children fire safety awareness mainly through recruitment of two new staff, consideration of physical and financial resource cost, procurement and resourcing of materials as well as identification of various ways of evaluating the project. Resource management Staff recruitment In achieving the aim of educating primary school children about the fire safety, there will be need to recruit two new full time staff who will act as community safety practitioners. The new staff will be provided with proper and enough skills towards ensuring they have the required level of knowledge in this field. They will be trained on how to handle and deliver intended information to the school age children. They will also be trained on how to utilize efficiently various resources within the organization in ensuring proper delivery of the required services. Staffs to be recruited will be those qualified and those who will have met the required qualifications. A certain amount of funds will be used in the recruitment process of those staff in making sure they deliver required services. Towards ensuring efficient services are provided, staff shall undergo extensive training program in the planned training session. The two new recruited staff will be provided with enough knowledge on resource management and human resource management in the fire and service. Teaching school going children requires great care and a lot of skills hence extensive teaching and recruitment of those children is paramount in the training process as illustrated in Office of the Deputy Prime Minister (2005, p. 24). Resource management knowledge is vital in ensuring new recruited staffs are able to manage available resource towards delivery of expected training services efficiently. The recruitment process will ensure the staff to be recruited are provided with required and enough knowledge on how to manage human resources in the organization. This includes physical and workforce resources in ensuring objectives and goals of the training program or project are achieved efficiently. Proper recruitment process will as well ensure intended purpose and direction is achieved in an organization. Various applicants shall be required to apply; this will be advertised through various press, internets, and Medias among others. Only two qualified candidates shall be considered for the recruitment process. The recruited staffs shall have a main role of educating and creating fire safety awareness among the school going children. They will also be required to educate primary school children on the importance of fire safety in their living areas and their day-to-day activities. Therefore, they will be provided with enough knowledge on various ways of teaching and educating those children in order to ensure they get required concepts. They will also take part in other roles within the fire organizations towards ensuring proper delivery of services with the organization and overall achievement of the project objectives. Financial and physical resource costs Office of the Deputy Prime Minister (2005, p.23) maintains that physical and financial resources costs if of great importance in ensuring intended goals and objectives are achieved. Budgeting and planning will assist in ensuring this is achieved. High costs of resources in most instances delays various projects hence effective management of the projects requires to be looked after carefully. This ensures there are no delays or termination of the intended projects. Funding training and purchase of new facilities will play a great role towards achievement of effective management of human resources. This can be achieved through excellent management of physical and financial costs. Proper procurement of equipments and services will ensure the organization and project in particular does not incur high costs of resources. Budgeting and planning ensures project objectives and priorities are met. Financial and physical resources cost management ensures the organization is able to scale down the overall operating cost. Controlling resources costs should take into consideration the quality of services is not affected but rather it is improved within any fire and rescue services. Creating fire safety awareness among the school children will require some financial and physical resources in order to ensure intended knowledge is delivered to those children. Therefore, proper control and management of resources costs will be paramount to make sure that the objectives are meet effectively. Facilities like fire extinguishers, fire fighting kits, smoke detectors and other fire related materials will be required in ensuring children become aware of them and how to use them. Therefore, their costs will be of great importance in ensuring they are delivered without much constraint to the financial capability of the fire and rescue services organization. Materials and staff resourcing and procurement Robert & John (2008, p. 193) argues that procurement is generally the process of acquiring services and goods from third parties. It is a process which involves the identification of needs to the end of assets’ useful life or end of a contract. There is need for good procurement process in order to limit the time and expenses involved by all parties. Some of the characteristics of a successful procurement in fire and rescue services include robust project and risk management as well as value for money service and supply. It is also characterized by clear justification of business as well as meeting objectives of any business and outcomes. Therefore, Procurement and delivery of enough resources and staff into the project will make sure objectives or goals are achieved efficiently. In Fire and rescue services organization, effective procurement strategy is of great importance in ensuring best value is achieved. Procurement process in fire and rescue services should be monitored and scrutinized carefully in order to secure and achieve quality outcomes. Materials that require to be procured in the project include all classes of fire extinguishers, fire emergency kits, smoke detectors, and other education materials. Staff resource procurement involves getting trained staff from various fire and rescue service organizations to ensure they assist in delivering and creating awareness among the children. Proper and effective procurement will ensure they are reduced costs of physical and financial resources. Adequate procurement of resources will ensure extensive fire safety knowledge is passed on to children due to variety of materials required. Children will be able to use and handle those equipments in case of fire incidents hence fire safety will be improved significantly among them. Effective procurement of staff and other fire safety related facilities will also ensure that the children are able to get enough knowledge towards protecting themselves in case of fire. Enough literature and educational materials procurement will play a great role in ensuring children get the intended information of fire safety. Other types of resources that require procurement in this project include posters and fire safety related videos. These will make the process of knowledge delivery to the children effective and efficient hence achievement of objectives. Procurement process will assist in providing technical services which will include completion of risk assessment as well as co-ordination and evaluation of trials. It will also assist in production of support training materials into the project. Procurement process will also ensure there is good commissioning which include final safety and technical materials production as well as training and distribution of available resources. Strategic procurement process will ensure overall objectives of fire and rescue services are achieved. Proper procurement process will ensure appropriate solution is identified and solved within fire and rescue services. Proper process of procurement will ensure there is proper management of available resources as well as overall cost and efficiency savings within the project. Project evaluation The main purpose of the project is to create fire safety awareness among the children through training and recruiting community safety practitioners. They will assist in impacting fire safety knowledge and information into the children towards ensuring increased fire safety. This will assist in reducing fire related deaths, injuries and losses among school children in UK. Children safety and increased awareness will ensure children get enough skills towards handling, avoiding and reducing fire related risks. Office of the Deputy Prime Minister (2005, p. 70) maintains that various techniques or methods will be utilized in identifying and ensuring objectives are attained fully. Weighted benefit analysis and cost-benefit analysis are used in evaluating non-financial factors impact on the proposed projects. Cost benefit analysis places a value at all the factors which affects the project. A value is placed on all the factors which are measured in financial terms. Cost benefit analysis will evaluate the benefit of training and creating fire safety awareness among the children rather than improving fire and rescue services. Creating awareness will ensure reduced risks related with fire incidents. The project has a lot of benefits in terms of reduced injuries and fire related deaths among the children. Benefits in this project are more as compared to the cost being incurred. Weighted benefit analysis also known as desiderata is another technique which will assist greatly in evaluating the benefits of the project. It is used to analyze the list of benefits or desired things being sought in a project by an organization. Decisions on benefit identification, weighting as well as scoring them are taken by those representing the organization or the project. This technique is usually used on non-profit making organizations or projects such as this one of training and creating awareness among the children. They are a lot of benefits in carrying out this project as children will become more aware and informed on various ways towards reducing fire related risks. This will eventually lead to reduced injuries, deaths and dangers related to fire among the children as they become more aware on how to use fire facilities. Operational Assurance Robert & John (2008, p. 78) maintains that operational assurance mainly focuses on systems and features architecture in ensuring security policy is enforced during system operation. Operational assurance policy mainly conducts operational assurance audits at training events as well as in operational incidences. Operational assurance is provided by managers who attend various training events in assessing various events outlined in monthly training forecasts in accessing performance as well as achievement of expected outcomes. Operational assurance includes all aspects of service delivery to the public. It includes protection, prevention and response along with all supporting planning and functions which ensures an effective and robust operational performance. Operational assurance process involves response, incident management, learning and informing, community fire safety and preparedness. Other processes involved in operational assurance include call management and incident support which includes policy, mobilizing, resilience as well as risk information. Response as part of operational assurance involves safety, speed, weight and capability. Operational assurance will ensure children are trained on fire safety awareness. Staff shall be recruited in such a way that they will be able to deliver the required skills to children in a better way. Operational assurance will analyze and follow every aspect of training to ensure quality and required training is given out. Conclusion Resource management as a way of utilizing human and physical resources in an organization in an effective and efficient way assists organization towards delivering quality services. Effective resource management results to efficient utilization of time, available resources, equipments, physical space, and available labor. Budget planning ensures there is enhanced improvement of productivity and quality of services provided by any organization. It is important to ensure capable and well informed staffs are trained on how to manage available resources. The trained personnel should also have capability of passing the intended knowledge in school children on various ways of reducing fire related hazards. Trained staff should have capability of passing required knowledge on using various fire equipment and other methods of avoiding fire injuries among children. Proper procurement process is vital towards various costs of products and services delivered within an organization. Effective Procurement process ensures there are reduced financial and physical resources costs. Informed and capable staffs are also important in ensuring success of the project. Management of resources is crucial in ensuring there is effective delivery of services within an organization. Overall resource management both physical and human plays a great role in ensuring intended purpose of creating awareness among children on fire safety is achieved. This will eventually result to reduced number of deaths, injuries and other fatal incidences associated with fire cases among school children.
