America was at war with the Vietnamese. In the 1960’s, there was a Cuban Missile Crisis that led to detente between the United States and the Soviet Unioniii.

Apparently, it caused China sleepless nights as she worried about a possible Soviet-American rapprochement. On the other end, the Soviet leaders became apprehensive of Sino-American Alliance strength since the Americans and the Chinese had good relationship in the 1970s. According to Chun Yen, a number of options for superpowers such as the United States, China, and the Soviet Union existed in seeking safety measures in global affairs. For instance, they could increase military power beyond that of their adversaries, declare nuclear neutrality, and form military alliances with other nations.
