Background Information Hospital A would like to enhance its website’s features in a vision of creating a system that would role play in its strategy for revitalizing its productive performances and its strategic abilities to recruit and maintain its staffs. The website, as has been illustrated by the CMO, should align the hospital’s services to be leaned on providing consumer-oriented online information to new clients and prospect employees (Lynch & Horton 2008, 62). Ideally, this would be an upgrade on the existing system that does have features that would enhance the referring of physicians or even the capture of information from different clients/patients (World Health Organization 2013, 54). It is for these reasons that the hospital seeks to hire a web development company to assist with the upgrading of the website within a timescale of 9-12 months. Nonetheless, some enigmas have compounded this projection, especially as the CNO and the CIO are opposed to the project in preference for other operations (Macdonald, 2012, 89). 1.3. Objectives To create a repository that would facilitate searches for shared services and that would enhance the realization of the organizational objectives like the recruitment of highly qualified personnel To create a system that would acutely befit the connection and communication of the organization’s physicians To create a system that would revitalize the organization’s financial performances by increasing access to and by prospect clients and employees 1.4. The services of an EMR Specialist and a Legal Counsel will be outsourced from Glassdoor Ltd. and Jessica Pearson Law Firm respectively. These two firms are reputed for excellence and commitment to work and have been contracted severally by other organizations to aid in the realization of projects. Besides, there are the CNO, CMO, CI, Project Manager, CIO, all of whom are permanently contracted by the hospital. Notably, all personnel will serve on a full-time basis as this is would facilitate the realization of the project’s goals (Lynch & Horton, 2008, 62). Project Organization Chart 2.2. KEY ASSUMPTIONS Ideally, this project is compounded by the resistance of some of the Hospital’s staff members, especially the CEO and the CNO. Considering that the CEO should play significant roles in the project’s funding, his reluctance to approve of the project may result in reduced funding or late release of funds. Such hiccups may lead in the late realization of some of the activities that are definitive to the project’s finishing (Lynch & Horton, 2008, 62). Besides, the reluctance of the other staff members like the CNO may result in limited information that would be necessary to enhance the project’s development. That is because they have been accredited with the duties of providing and overseeing the use of such information. The project may also last for longer than had been anticipated considering that it is targeted at increasing the Hospital’s market flow. This implies that the initial projections may be overwhelmed by an increased use of and visitation of the new website (Macdonald, Freeman & Szpuszta, 2010, 63). Though the project’s scope has been detailed to cover such likelihood, the specifics of an increased use have not been particularly addressed, a factor that implies that the personnel may take a longer time than had been planned to try and ensure that new website can sustain such use. 4. RISKS There are several risks associated with the creation and development of a new website (Strauss & Hogan 2013, 90). The first of such risks is the non-compliance risk that addresses the legal measures that exist in making the applications that will be sued in the development of the website accessible. Ideally, this factor also presents a conundrum as the organization needs to conceal the features that may earn it a competitive edge over its competitors (Macdonald, 2012, 89). However, these are reasons for which a legal officer has been hired to join the team. The other risk is associated with the multiple standards that should be addressed in the project. For instance, there are the set standards that address the government requirements, the trade organization standards, and the competitive standards. The challenge involved is that the organization should ensure that the measures used to meet these standards do not create an overlap or do affect the project’s development (World Health Organization, 2013, 54). However, some risks address the vulnerabilities of the web application. The first of such addresses the likelihood of an implementation of strong edit controls that override the data input. According to Macdonald, Freeman and Szpuszta (2010, 37), data transmissions can at times affect the web server, the browser, and other network devices thereby requiring revalidation and re-authentication in a process that may require resetting of the edit controls and the data inputs. This, as he proceeded to explain, may expose any specifications that may not have been appropriately altered thereby affecting the realization of the initial objective. This also has the likelihood of resulting in financial implications. Besides, there is the risk that is definitive of a vulnerability testing that may affect the SDLC (Lynch & Horton 2008, 62). This is the factor that relates to the creation of a system that is proofed from intrusion and the pilfering of information to other quarters that may cause a loss of integrity for the organization. However, such interference can be curbed easily through the use of testing applications like the SQL (the Structured Query Language) and fingerprinting. 5. PROJECT SCOPE 5.1. Inclusions The creation of the website is targeted at improving the organization’s marketing, availing of information for the physicians and other interested parties, and improving the organization’s internal coordination (Macdonald, Freeman & Szpuszta, 2010, 63). To this effect, the website should ensure that new clients can access information pertaining to the types of services that are offered at the hospital. The online services to which they are accorded must also be improved (Macdonald, Freeman & Szpuszta, 2010, 37). Besides, the web should improve the transactions that are conducted at the hospital by enabling online payment methods and financial inquiries. Other than that, the website should create a platform on which the professionals and physicians that are attached to the hospital can avail and share information (Strauss & Hogan, 2013, 90). 5.2. Exclusions Though the website should create an interactive platform on which the professionals can share information, it will not bear the mold of, or have any social features. Besides, it will not be used as a substitute for the medical services that should be sought by patients that urgently need hospitalization (World Health Organization, 2013, 54). 5.3. WORK APPROACH The objectives for which the project has been started are formal which implies that it will use formal methodologies. To this effect, an MT PMBOK based methodology will be effected to ensure that every precise detail is realized. Besides, the CIO will be tasked with the duties of tracking the project’s development to ensure that all the required precepts and oversights are observed (Macdonald, Freeman & Szpuszta 2010, 37). To meet this bar, the project will be focused on realizing the milestones that have been set out in the milestones calendar. The project, as will be effected by the CIO has been attached in the appendix. 7. PROJECT MANAGEMENT 7.1. Project Status Reports After the realization of every milestone, a status report will be written to the PMO that addresses the achievements of the milestone, experienced setbacks, and the commencing dates for the next phase of the project and the targeted objective for the milestone (Strauss & Hogan, 2013, 95). The approximate funding that is required for the realization of that milestone must also be proposed for approval by the PMO and the CEO. 8. ORGANIZATION POLICIES, STANDARDS, SUPPORTED SOFTWARE, AND COMPUTING ENVIRONMENT The hospital has highly trained IT personnel that can aid in the use and maintenance of the newly created website. However, there are standards and precepts that require the creation and development of the website to particular criteria (Macdonald, 2012, 89). For instance, the hospital demands that since its IT Department recommends the use Google Chrome as the official browser on its computers, the web system that is getting developed must be fully compatible with the Chrome. So far, this is the only standardized measure that has been set out to guide the website’s development. 9. TIMELINE AND PERFORMANCE PERIOD The term of enactment for this project will start on 25th January 2016, and the work tasks are estimated to continue through 5th January 2017. The Organization has the right to extend or terminate this SOW at its sole discretion. 10. COMPENSATION AND PAYMENT SCHEDULE The contractor shall be paid by the hospital $4,000,000 for the execution of all the activities that pertain to the creation of the new website. This payment will be in accordance with the prices that have been set forth by the contractor and will be set out as follows: Section 1: $300,000 Section 2: $500,000 Section 3: $500,000 Section 4: $500,000 Section 5: $500,000 Section 6: $500,000 Section 7: $1,200,000 However, 20% of every section will be deducted in the event that there is a hold for the section as per the stipulations that have been outlined in the milestone schedules.
