A Master Plan was subsequently developed, and the location of the stadium was proposed on the Burswood Peninsula. A Public Strategy was also developed, and other infrastructural and environment requires were reviewed and studies carried out. Nature The stadium targets different activities and projects based on the requirements of the consumers and other stakeholders (Golder Associates 2012). The location of the construction is a sensitive area because of the river meaning environmental concerns, and sustainability requirements have to be integrated into the design. In addition, the fundamentals of the stadium should integrate the different activities carried out in the facility. Hence, numerous requirements have to be considered because the construction of the project. Construction and Operational Requirements In the development of the stadium, numerous factors and usage have to be considered (Golder Associates, 2013). The land use includes construction of the stadium, creation of commercial opportunities, utilities, sports, and entertainment, and recreation precinct (Foster, O’Reilly & Davila, 2015). The urban design requirements include factoring into consideration numerous functions and purposes. It includes public art, wayfinding, landscape, and architecture. In the development of the project, numerous environment concerns including pollution, geotechnical requirements, and sustainability have to be considered (Golder Associates 2012). The location of the construction has extensive roots in Aboriginal meaning the Aboriginal Heritage requirements have to be factored into the construction. Some of the analysis will be based on culture, heritage, and engagement. The persons using and visiting the stadium will require access means meaning consideration will be placed on pedestrians, parking and buses and these will be included in the construction process. In addition, the community and the government play an important role in fulfilling the aims and objectives of the construction. Continuous and effective communication and engagement with these stakeholders are important in reducing or eliminating conflicts and misunderstandings. Apart from community and government, other stakeholders such as prospective customers should be involved in the entire design, construction and usage of the facility. Location (Map) The following two maps indicate the location of the development and other information regarding the development History of Land Development Nature and Extent of Urban/Rural Land Development of the Surrounding Area Since Settlement The Burswood Peninsula accommodates numerous land uses including the Belmont Park Racecourse, Burswood Parkland – the southern section of the course, the Burswood Station Precinct, the Crown Casino Complex, and the Peninsula residential development. Other facilities included on the Peninsula are the rail and road corridors, which incorporate the Victoria Park Drive, Graham Farmer Freeway and the rail infrastructure that includes the Burswood Rail Station and Belmont Part Rail Station (Golder Associates, 2013). Based on the proposals redevelopments are targeted at the Burswood Station Precinct and Belmont Park Racecourse Precinct. The Casino Agreement Act 1985 controls development in the region includes the Crown Casino Complex and Resort Site that includes the public parkland, State Tennis Center and Burswood Park (Hassel 2014). The classification of the land is Class Public Reserve, which the Burswood Park Board manages. In addition, the River and other natural resources within the area should be considered in the developmental requirements (Golder Associates 2012). For example, fauna and flora are unique in the area, and consideration during construction should be considered. Influence of Natural and Man-Made Environment on Development Water catchment areas The area has two main rivers which are River Fed Lake and Swam River. These two rivers have unique flora and fauna, and improper construction may affect the niche and ecological environment. Therefore, consideration should be championed in ensuring these rivers are protected (Golder Associates, 2013). In addition, the Rivers provides a source of water that will be used for construction purposes and likely used on running the stadium. Therefore, managing the Rivers is important during and after development. Infrastructural development The region has numerous infrastructural developments that guide the current development (AAP 2015). For example, a stadium requires effective access systems because of the thousands of audience who will be using the facility. The railway and road transport should play an important role in the design (Golder Associates 2012). Moreover, the infrastructural development should consider the distance between the exits and the transport networks, and introduce mechanisms to prevent congestion and other traffic related complications. Developmental facilities and regulatory frameworks Numerous regulations guide the operations of the development site. For example, the Aboriginal requirements and reserve requirements have to be considered. Some of the establishments have operational requirements with the different stakeholders (Tourism Council WA 2016). Therefore, the design and construction of the project have to involve effective engagement processes and to address the diverse requirements of different stakeholders. For example, the needs of Aboriginal people are different from people who own facilities in the reserve. Engagement with these stakeholders is important because it would provide a better understanding of the construction processes. Preservation and sustainability The changing climatic conditions and the need for preservation and sustainability require the developers to integrate sustainability measures in the development. The legislations on environmental assessment and associated requirements should be championed throughout the development (Western Australian Planning Commission 2016). The influence should not be seen during the design alone, rather until the completion of the construction process. Hence, preservation and sustainability of environment are integral to the success of the project. Contamination and pollution The region is prone to contamination because of the historical infrastructural developments and use of the land. For example, the factories in place deposited numerous contaminants including asbestos and hydrocarbons, which are a threat to the environment (Golder Associates, 2013). The construction strategies should incorporate the fundamentals and consequences of exposure to the contaminants. The wider impact of the contamination should be analyzed, such as the impact on the animals and plants within the ecosystem including the animals and plants in the rivers (Government of Western Australia 2016). For example, allowing uncontrolled water discharges may increase the nutrients in the water resulting in growth of plants, which may choke the river in the future. Therefore, the management of the processes and understanding the consequences of contaminants and pollutants is integral to the developmental processes. Appropriateness of the Development Proposal (600 words) Reasons Why Proposed/Constructed in this Region/Area The reasons for choosing the area are numerous. The following are some of the reasons why the location was appropriate for the development: Presence of good infrastructure and water The good road and rail networks enable movement for the persons using the facility (Golder Associates, 2013). In addition, the rivers also provide water used for the construction purposes and also for future use in fulfilling the requirements of the facility (Golder Associates 2012). Without appropriate infrastructure, the socioeconomic benefit of any development cannot achieve it aims and objectives. Nearness to population who access the facility People are required to use the facility, and the location of the facility should be near people. The proposed location is appropriate because people will easily access the facility. In addition, the numerous economic activities because of commercial nature also will improve the financial capacity of the facility. The recreation facilities will also be used resulting in a general benefit of the development. Business opportunities Any construction as to factor into consideration the benefits whether in terms of welfare or revenue generation of the project (Environmental Protection Authority of Western Australia 2016). The development is appropriate for welfare development and revenue generation because of the expected outcome of the constructions. For example, gate charges will be used to maintain the facility while employment opportunities will be available. Previous Land Use of the Specific Site Burswood Peninsula was the location of James Hardie asbestos factory that operated between the 1920s and 1980s (Golder Associates 2012). Within the same period, Swan Portland factory was in place resulting presences of contamination. Therefore, the sites are contaminated with hydrocarbons, kiln bricks, cement kiln dust and asbestos waste. These historical developments may affect the environment when the sites are dug, and construction process begins. It is important, therefore, to implement an environment strategy to protect the environment against environmental pollution. Furthermore, there are other developments including a golf club and entertainment facilities, but these are not serious compared with the contamination associated with the factories. However, these other stakeholder requirements have to be considered before furthering the development to prevent conflicts and misunderstandings. Appropriateness of the Development to the Site Area Physical In fulfilling the requirements of structural development, numerous processes and functions should be considered. For example, the river will provide both water for usage and also the beautiful view. In addition, the presence of infrastructural developments reduces the costs of investments. For example, the railway station and bus station are located in a manner that fulfills the objectives and aims of the stadium. Economic The location of the stadium is to benefit from former Belmont Park Rail Station, which contributes to effectiveness in crowd dispersal requirements (Golder Associates 2012). The construction will include numerous functional requirements include media outlets, team facilities and offices. Moreover, the stadium will contain other important facilities that provide retail space that incorporates businesses such as cafes, bars, and restaurants (Golder Associates, 2013). Therefore, the appropriateness of the development is based on the economic benefits based on the economic activities. Hosting events will generate income for the society and community, and also will increase human traffic, which is important to the success of any project. Social The development will create numerous opportunities resulting in benefits to the society. In addition, the society may be disadvantaged because of pollution and contamination (Golder Associates 2012). The society will access job opportunities, which will also result in multiplier effects such as attending the events resulting in the purchase of ice cream and water.
