There is a need to develop policies and guidelines to govern such practices and ensure security to all parties involved. The Department of Homeland Security is governed by policies that regulate their practices and ensure they provide security to the appropriate parties (Bishop, 2014). The department should retain any information that is based on possible threats hence interfering with public security.

Acquiring and receiving information from the department should be in compliance with the applicable guidelines and laws of the state. DHS should ensure they gather and use information with quality assurance by ensuring they collect their data from dependable sources that are current and accurate. Information acquired by the department should be analyzed strictly by qualified entities who have adequate skills and experience. Data collected from two different parties should not be merged or shared.

Besides, the DHS should be accountable and transparent to the members of the public. The policies play a pivotal role in ensuring the department achieves its mission of a fusion center by detecting and preventing terrorist attacks. The policies give the department the mandate to conduct investigations to acquire data regarding the planned terrorist attack that can be a threat to the members of the public. The policies ensure only evidence with quality assurance is collected and this helps the department in making valid decisions and planning.

The collection of data should be in compliance with the law of the state to avoid a violation of human rights. All these policies ensure that the data collected is valid and is not biased and any conclusion drawn from the data will be helpful. Privacy laws in the United States were established to protect people living in the state.  On the other hand, the policies enacted by DHS ensure the department protects the rights of people when they are carrying out their practice of enhancing security to the members of the public.

The Telephone Consumer Protection Act (47 U.S.C. §227 et seq.) is among the U.S policies that regulate the collection and use of e-mail addresses and telephone numbers (Andrew, 2018). On the other hand, DHS ensures acquiring and receiving of data is in compliance with the guidelines and laws of the state. The current process of policy implementation is focused on protecting the rights of the citizens by protecting their data and reducing the chances of terrorist threats. The policies ensure that their practices do not interfere with the daily activities of citizens and they protect the rights of the citizens.

However, the current system can be improved by developing a system that can capture and store data for all people online. Online storage of data is convenient and safe as there is a reduced risk of data loss. Besides, it is easy to retrieve online data to avoid confusing data from two different organizations or people that can result in less quality for the data.
