Executive Summary UK service and safety team has been operating in UK and has helped to save million of lives affected due to different casualties. The team is looking forward to work as an international safety and rescue team and this is on the backdrop of their experience and work being carried out in the rescue department. The report presents the manner which presents a strong case for UK safety and rescue team be a part of international safety and rescue team. Since, the team adheres to Fire & Rescue Service Act, 2004 presents a strong case in this arena. Also the operation carried out by the rescue team in Haiti shows the ability and the strength of the team to work on the global arena. The report also presents the manner in which the legal, ethical and global issues will be addressed and the manner in which it will help in effective implementation of their operations. Thus, the report presents a strong case for UK safety and rescue team to work as an International safety and rescue team. This provides an opportunity for the fire and rescue service departments to be part of the economy and contribute towards saving the lives of people. Given the increase in casualties and delay in operations due to fewer safety and rescue team it provides an opportunity to tap this sector and provide services which will help to protect the individual lives of the people. The report looks into this aspect and considers the manner in which a fire and rescue service team will help the country at the same time adhere to the legal, ethical and global issues surrounding the country and also taking of the law prevalent in the country and globally. Purpose of the report To identify the law prevalent in England and Wales and how it meets the demand internationally by the safety and rescue team To identify the role of globalisation and the manner in which it is shaping the duties of the safety and rescue team with regard to legal, ethical and global issues To identify the ethical consideration considered by the safety and rescue team with examples being drawn from different situation To identify the increasing role in this changing environment Basic Information about UK UK as a country has a huge population base and has seen various casualties and the manner in which it has affected the country. The country has a huge number of fire and safety team working to ensure that casualties are reduced as the country is prone to various accidents. The situation of the country on the globe makes it prone to accidents and the safety departments which have different local authorities have ensured that steps and laws are framed which will help to reduce the casualties and protect public lives and property. Legal Issues The fire and service rescue team for its operation in UK would ensure that they adhere to the legal issues of the UK country and also issues at the global level when looking to work for the UK international search and rescue team. Looking into this aspect will help the fire and rescue service team to work for a common goal. This will help to ensure that the purpose of both the UK government and the Fire and Rescue services are directed together towards a common goal. The fire and rescue service team looking for operation in UK will ensure that “safety fire precautions are installed in buildings as it is a requisite and a legal bounding” (Fire safety, 2005) for the fire team to ensure those. The safety and rescue team looking towards UK needs to ensure that they adhere to the requirements of different legislative laws in regard to property. The fire and safety rescue team will adhere to the requirements of different authority as shown below Table 1: Different Legal Authority in UK The fire and service team will adhere to it at the same time also consider the fact that “in case of emergencies the team will ensure operation under the concerned authority in a day’s time else the authority will take power and function accordingly”. (Fire safety, 2005) The fire and service team will ensure that they adhere to the requirement as seen in Haiti where the rescue team was in operation since the earthquake hit the city and the fire fighters worked tediously to ensure that casualties were less. The fire and rescue service team will also ensure that they adhere to the requirements of the “West of England Local Authorities with regard to the fire, safety and guidance norms for all type of accidents”. (Fire safety, 2005) This will thereby ensure that the legal provisions of the UK government with regard to safety aspect are looked into. The safety and rescue team will ensure that any untoward incidents are brought to the notice of the “notice of the local authorities and steps taken in those directions are also made aware of”. (Fire safety, 2005) Also recommendations, consultation and decision to act on matters which are sensitive and have widespread repercussions are dealt with the authorities so the decision based on it are better and involves people with higher knowledge and power. The fire and rescue service team will adhere to this requirements which will further help them to adhere to the requirements of the Fire & Rescue Service Act, 2004 which is prevalent is UK and has been discussed later in the report. Thus adhering to the legal requirements will help the fire and service rescue team to match world standards and will thereby help to reduce the number of casualties. Also the manner in which the service team worked tirelessly during the Haiti earthquake which has been described later shows the efforts of the team and the manner in which the team work shows its adherence to the legal standards required in the globe. Ethical Issues Bring ethical for the fire and rescue service team is a prime importance in UK. With different scandals surrounding different government bodies it is imperative that steps ate taken by the fire and service team operating in UK and other parts of the globe that they adhere to the ethical requirements. The importance of this multiplies in safety and rescue team as it involves the lives of public and to win their trust it is important to be ethical. (Hanger, 2000) The fire and service rescue team will ensure that they are ethical in their working and win the confidence of the public which will facilitate in their operation. The fire safety and rescue team will “adopt the Code of Ethics that has been prescribed by the concerned department” (Hanger, 2000) and look towards ways which will help the department to adhere to those. The fire and service rescue department will have a training programme which will match with international standards so that the fire fighters understand the situation better. This can be seen from the Haiti earthquake where the fire team worked and ensured that all practices used by them were ethical and no such steps were taken which would tarnish the image. The safety and rescue team to adhere to the ethical requirements will have a program which provides “value reinforcement, improve the ability to judge a situation as ethical or not and install an attitude in the employees which will work as a moral responsibility towards the society”. (Hanger, 2000) This will ensure that ethical requirements of the law are adhered to and the fire and rescue service team is able to leave up to the expectations The safety and rescue service team will work and ensure that all ethical requirements of the law are adhered to and steps are taken to ensure that they match the standards required in the world. The following photo highlights the fire fighter working and ensuring that his efforts look after the goodwill of the people highlighting the fact that the safety and rescue team will take all steps to adhere to the ethical requirements. Figure 1 : Fire Fighter Working Tirelessly The safety and rescue team will ensure that they are able to direct their efforts in such a manner that it provides them with an opportunity to be ethical so that they are able to win the confidence of the public and also ensure that they are able to deliver on the requirements by reducing casualties and gaining popularity within the public. Global Issues The safety and rescue service team has all the ingredients that will help it to function in the global arena and work for the UK international search and rescue team. The manner in which the safety and rescue team has worked and their endeavour in the Haiti earthquake which has been provided later highlights the fact that it will help to ensure that they address the global issue well. The already strong infrastructure the UK safety and rescue team has will further add to it. The safety and rescue team will use “incident response management system which will help the team to deal with fire fighting safety at a global level and the service will help citizens from other countries as well”. (Wagner, 2010) The UK safety and rescue team to ensure that global issues of safety are addressed will have “nine control centres which will allow cross regional operations and proper resource management”. (Wagner, 2010) This will help to ensure that the UK safety team is able to work under international pressure and their working will help to reduce casualties. Also the usage of computer aid technology will help the UK safety team to visualize the magnitude and size of an accident and based on it the regional teams at different location can take steps. This will ensure that the teams also adhere to the UK requirements and steps are taken by the agency in the direction which solves the global issue in hand. Based on the manner and the efficiency level already achieved by the UK safety and rescue team it is quite feasible that the team can work for the international search and rescue operations. Fire & Rescue Team operation during Haiti Earthquake The UK safety and rescue team had worked tirelessly during the Haiti earthquake which also signifies the liking of the departments to save people on the global level. This throws light on the fact that the UK safety and rescue team is fully accomplished to deal with international safety and search operations. The UK safety and search team saved lives of many people who were buried under debris and the mechanism followed by them ensured that care was taken so that due to negligence on their part people who were alive and buried under the debris don’t die. (Haiti, 2010) UK safety and rescue operation can be seen from the following diagram where the fighters were working tirelessly to ensure that more and more victims were saved Figure 3 : UK safety and rescue team working in Haiti This can even be seen from the fact that UK service and rescue team continued its operation even after it was declared over because the team had an idea that more bodies were buried under the debris and their rescue operations ensured that some more were saved. The following photo also shows the manner in which relief was provided to the victims to ensure that they were able to cope up with the pressure that was surrounding them. Figure 4 : Relief being provided to the victims The UK safety and search team thus ensured that they used all ways and means to save people during the Haiti earthquake puts forward a solid case where the team can perform as an international safety and rescue team as the employees working there are ensuring that they work for the goodwill of the masses. Fire & Rescue Service Act, 2004 The UK safety and rescue team by adhering to the UK laws and regulations also ensure that they adhere to the global laws. The team has been performing in UK and compliance to the regulation in relation to fire fighting, fire safety, road accidents, emergencies and other operations put forward a strong case for the team to perform at the international level as a safety and rescue team. The fire and rescue service act of 2004 which requires that “special provisions being followed for promoting fire safety, ways to prevent fire from spreading in the adjoining buildings, ways of escape in case a building gets engulfed in fire, the manner in which fire will be extinguished, protecting lives and ensuring reduction in casualties” (Fire & Rescue Service Act, 2004) will help the UK safety and rescue team match global requirements. Since, the UK safety and rescue team already follows the Fire & Rescue Service Act, 2004 thus it will make it easy for them to match the requirements of the international standards and will make it easy for the UK safety and rescue team to transform itself. International search and rescue operations require that the agencies work towards the masses and is not directed towards their own countrymen. The manner in which UK safety and rescue team worked during the Haiti operation also puts forward a strong case that the agency adheres to the international requirements and based on it it will be easy for the agency to deliver on the promises. Further, since UK safety and rescue team already adheres to Fire & Rescue Service Act, 2004 so it will be easy to transform itself and meet the requirements at the global level thereby making it easy for them to function. Conclusion UK safety and rescue tem thus presents a strong case for working on the international standard as they abide by the legal, ethical and global requirements. Also adhering to the Fire & Rescue Service Act further strengthens their role and legal aspect. Their working in Haiti earthquake and the desire for saving people bolsters a strong case for UK safety and rescue team to work as an International safety and rescue team which will use all its experience and expertise to ensure successful delivery of service to the public.
