Homeland security Number: Lecturer: Homeland security The Naval Postgraduate School seeks to address some of the objectives of the QHSR in addressing the homeland security challenges. As an a new applicant to pursue the Master Program at the Center of Homeland Defense and Security (CHDS), the courses that the institution offers that will wholly equip me as a student with a multi-perspective approach. The introductory course tries to delve on emergence of terrorism and any kind of insecurity. How terrorist organizations operate, history, how they are formed, the past lessons learned from fighting terrorism, weapons used by terrorist, intelligence information and analysis related to the issues raised. The course content in the introduction relates to the general framework which QHSR operates in general1. The second course, The Unconventional Threat to Homeland Security, how terrorism operate and how there organized in terms of the extremists behind them and the groups. How they are formed and the transnational nature of the people within the United States operating as individuals and groups. This people raise money and raise money to use and all motivators behind terrorism with all the political organizations who fund these terrorists. The QHSR examines terrorists who act alone in home soil and how Al-Qaeda, Hezbollah, and Al-Shabaab were formed. The funders of these organizations have been governments sympathizing with these terrorist organizations and the vision of QHSR is to try to dismantle these organizations. Further, intelligence community needs to understand the course on intelligence to on how these organizations operate. The course offers substantive skills on information gathering at all levels in countering and deterring from happening2. The CHDS offers research and critical writing are part of the course. Research writing and homeland security and Research Colloquium are the two courses offered dealing with it. The courses train students on how to write strong thesis which relate the practical nature of terrorism with policy framework that deals with counter terrorism, it relates academics with the practice. The basis of the two courses tries to equip students with skills of overall terrorism contexts. QHSR policy framework needs implementation by use of appropriate technology in a manner as to attain proper preventive mechanism and storing relevant data that can be used to help in the training process. The institution offers use of technology as a core course because the terrorist on our times employs technology to organize the crimes and implement. Agencies dealing with counter-terrorism needs to apply appropriate technology in information sharing in preventing, preempting, responding, deterring and protecting the homeland. Cybercrimes occur using high-tech system that attack government and other organizations with destructive software systems that can bring down their operations and/or take away critical information in which terrorist will use to stage implement their crimes. Preventing such attacks on critical infrastructure is an essential element of the QHSR including the United Stats leadership from the president to down to community level and events as they happen. The objective is to protect all the infrastructure from attacks or ensuring that all these installations have a means to offer important security apparatus in case of any breach to detect terrorist activities from happening and response in case it has happened. The preventive mechanism ensures that critical security infrastructure are installed and used at all times. They include assets and service provision systems like water, ICT equipment, health facilities, community homes, all transport systems, defense, commercial buildings, energy and industry. The course offered dealing with these issues then has to address itself to the overall protection of key installations and the leadership of the United States. The American citizens need to perceive that they have enough protection from the agencies providing the security in the homeland, therefore, what professional learn in class need to be applied in solving the day-to-day security threats. Some topics offers discourse mechanism in which professionals study various and wide issues in the society that can be related directly to the society to identify differences in professionalism and general public perception and how to seal the gaps that exist. This will enable the professional findings to be applied in building resilience capacity in the community level. Homeland security operates under legal and policy framework formulated and implemented by various actors right from the local level to the federal systems law. Students explore the legal framework that impacts negatively on security to positive support. There exist civil liberties, constitution and other legal frameworks enacted by the congress. A course on multi-discipline approach on homeland security will try to address itself on these issues. Law has to be enforced but still individual liberties have to be observed as enshrined in the constitution. The still identifies the roles of all citizens, community and government agencies including the military enforcing the law and how the need to cooperate in security matters3. The United States alone cannot be able to fight crime; it needs other like-minded nations and governments to fight cross-border crime. Cooperation is key in fighting the crimes at an international level by in relation to legal mechanisms, immigration standards, trafficking and smuggling through borders. A course to study how this relationship framework exists is provided. The study compares where there are similarities in legal frameworks and identifies the differences to help fight organized international crimes. The course studies specific countries that cooperate with the United States and those work against by supporting crimes. Fighting terrorism and protection against disasters needs strategic planning and huge budget outlays that sometimes compete with other essential services. Though there exist these competing interests a framework provided by the QHSR ensures that national security plans are given the right attention that it requires both strategically and budgetary allocation. The strategic plans have to be implemented at all levels to ensure that they fit into each other and attain uniform results overall at different locations. Students here study strategic planning and budgeting for all agencies, local, federal and international levels4. Fear management is an important role QHSR during recovering after terrorist attack and disaster recovery. Casualties and victims occur and therefore a course on the psychology of fear management is very important to help the victims recover from disasters leading to lose of loved ones, disabilities and mental problems. The last course in the curriculum is the practical application of knowledge into practice. The course provides the motivation and right skills to take a student like me to the real world to put the academic experience into practice to mitigate against insecurity.
