The changes will provide packing that is authorized for reverse logistic shipment, establish segregation requirements to be achieved for reverse logistic shipment and allowing for a flexible way used to transport lead acid batteries(Donald, 2001). . Introduction There are several activities that involve wastes that impose health hazard to many that handle the wastes. Hazardous materials also are much linked to health problems. Due to these factors, there is need for proper handling of the products. In handling policies are formed that aims to see that the health standards are maintained. Sectors such as health care have very hazardous products and wastes which when not handled well exposes health problems (Anderton & Gibbs, 2008). The wastes that are obtained in the areas are more dangerous than household wastes. Some wastes are produced in small quantities but poses high risks (Blashfield & Black, 2009). Background Currently, hazard management returns have not specified the specifications that are needed for shipment completed in the opposite logistic supply chain. In the shipment therefore hazardous made which is shipped from a retail outlet back to the place where the original shipment was. In the shipment, the outlet of retail will be responsible for anything that occurs during the shipment (Hester & Harrison, 2009). The responsibility that the retail outlet will be subjected to include communicating the hazard that is related to the products, closing the packaging, classification, selecting a package and ensuring that the employees are well trained to handle the hazardous materials. Regulations were made due to the problems that always occur in reverse logistics of hazardous materials (Muriithi, 2009). The problems include lack of training in the handling of hazardous materials at the retail outlets by the employees. Different packaging materials have been used in the materials away from the original packaging that are needed to ship the materials. Other problems that occur include lack of enough knowledge regarding the danger that the materials contain, Potential for hazardous materials to be subject to Environmental Protection Agency waste manifest rules, products that were used by consumers to satisfy their needs that no longer satisfy the needs, shipments that are carried out without the knowledge of regulation bodies and products that are marked as being original being used in the shipment of return products either being hazardous or not hazardous for which packaging is authorized. The materials that are considered to be dangerous in terms of wastes include automotive products, batteries and cells, fluorescent light bulbs, household cleaners, universal materials, paint products that are oil based, garden chemicals and sharp objects (Muriithi, 2009). Laws and regulation have been put forward to govern the transportation of hazardous materials which aims in promoting the safety and efficient movements of these materials. The transportation is addressed through uniform set of rules and regulations that are according to the state and local requirements. The federal regulations that are put forward are those that include storage during transportation, loading and offloading the hazardous materials. The policies and regulations should also address the issues of classification, description, packaging, labeling of hazardous materials during their shipment and report incidents that occur during the transportation. This is done through training of the staff that are involved in transportation and handling of hazardous materials (Blashfield & Black, 2009).The requirements that are to be incorporated in the in the policies include security that are contained in hazardous management regulations, labor concerns and environmental factors. The regulations are also to be in line with other appropriate federal government agencies. Waste management is an important aspect as some wastes are considered to be harmful to the environment though some are important in improving the environment (Hester & Harrison, 2009). Those that are dangerous are those that cannot be decomposed and they require recycling or re use. Policies have been put forward so that safety is considered. Literature review Emergency Order is a body that deals with transportation of hazardous materials and has developed several policies that are undertaken to make sure that safety is undertaken during transportation of the products (Hester & Harrison, 2009). In the policies that are developed by the body, there are no trains or vehicles that are specifically transporting hazardous material that are to be left unattended outside a yard or terminal unless there is authority. In order for one to gain the authority to leave the transporting mechanism in a place unattended, there should be submission to FRA that will give the authority after ensuring that the locomotive is locked or is disabled. The employees are also reported to make one assured that the correct mechanisms for stopping the vehicle are taken into consideration. According to Federal hazardous material transportation act, there is concern in ensuring that regulations are established making transport to be secure and safe in hazardous material in commerce (Hester & Harrison, 2009). In the regulation, the secretary is allowed to apply for those that transport the materials in commerce, persons who cause the hazardous materials to be transported in commerce and those that who manufacture the materials and concerned with packaging the materials. The law also applies to the person who makes an intention through any means that hazardous materials being transported in commerce is contemporary in a package or transport transmission when it is not supposed to be, and to anyone who interferes with a package or transport transmission used to transport hazardous materials in commerce or a necessary design, label, sign, or description used in shipping the material (Hlavinek, 2009). Findings Regulations set in agreement with Federal hazardous materials transportation law are expected to govern safety aspects, including security, of the shipping of hazardous materials that the Secretary considers appropriate (Hlavinek, 2009). HMR requirements are needed in pre-transportation applying to each person who offers a hazardous material for transportation in commerce, causes a hazardous material to be transported in commerce, or transports a hazardous products in commerce and who conduct or is concerned for carrying out a pre-transportation function with the inclusion of every person performing pre-transportation activities under contract with any section, action, or instrumentality of the legislative, executive or judicial section of the Federal government (Burch, 2002). Activities that are carried out in pre transportation include determination of the class of hazard of the material that is transported, selection of packaging material that is used in packaging, filling the material packaging with the inclusion of a bulk packaging and securing a closure on those that are fully or partially filled hazardous materials or a container that has residue of a hazardous material. Other activities in pre transportation include marking a package to indicate what is contained in the hazardous material, preparation of shipping paper and providing information to be used in case there is emergency that needs response during transportation. Transportation functions are also important in handling of hazardous materials (Bilitewski, Darbra & Barceló, 2013). The requirements that are put forward by HMR make sure that there is safety in handling of the product. Transportation of a hazardous material in commerce starts when a transporter receipts physical possession of the hazardous material for the intended purpose and intention of transporting it and is carried on until the package containing the hazardous material is brought to the destination shown on the document used in transportation, other medium or package marking. Transportation of hazardous materials include the activities of movement, loading incidentals to movement of a hazardous material, offloading incidental to movement of a hazardous material, storage incidental to movement of a hazardous material making them secure to the environment in which they are kept (Bilitewski, Darbra, & Barceló, 2013). Comparison in safety and policies in handling hazardous materials The purpose that is aimed in handling the goods are similar both in the safety measures and policies. They both aim in addressing the issue s related in handling of the materials and their health. They also both provide information and recommendations include those that are to be followed in shipping of the materials. The guidelines provide the details of those that have much struggled in bringing into control and reducing the harmful effects of hazardous materials on those that handle them. The recommendations that are provided in the two aspects are based on evidence such that one is able to see the reason why the policies and safety measures are put into place. In the absence of data that is printed on what to be undertaken in handling of the hazardous material. Safety policy aims in protection of employees when dealing with wastes and those goods that requires recycling. The goals of both perspectives are similar in handling of hazardous products and handling waste materials there is the objective that aims in providing safety through the policies that are developed (Bilitewski, Darbra & Barceló, 2013). The companies both aim in making zero tolerance to those things that reduces safety both to the environment and those that are involved in handling the products. The policies are formed against unsafe conditions, unsafe decisions, attitudes that are not safe and equipment that are considered to be unsafe. Some policies apply to both waste management and hazardous products. Both the products can be recycled for use hence policies that are formed to govern recycling products will apply to both the products according to logistics. When the policies that involve safety in waste management and hazardous products are implemented, they all ensure that there is safety in using all the products (Anderton & Gibbs, 2008). Differences There are differences that occur between safety handling and policies that are formed to govern disposal of waste material. Policies that are formed in governing hazardous materials are always again used for safety in handling of wastes since most of the hazardous materials remain dangerous even after being used and become wastes. The policies and securities that are put forward for governing waste materials may not apply to hazardous material since not all wastes are considered to be harmful to the environment. There are those that add value to the ecosystem as compared to hazardous products which most degrade the environment (Hall, 2005).The region in which policies that are implemented work operates differs. There are policies that operate locally in goods while others operate internationally. Policies that are formed in waste management are to govern safety in a country. Safety policies that are formed are expected to operate in international level since transportation and shipment of the products Conclusion Federal hazardous materials transportation law is expected to govern safety aspects, including security, of the shipping of hazardous materials that the Secretary considers appropriate (Hall, 2005). Hazardous drugs should be compounded in a controlled area where access is limited to authorized personnel trained in handling requirements. Due to the hazardous nature of these preparations, a contained environment where air pressure is negative to the surrounding areas or that is protected by an airlock or anteroom is preferred (Burch, 2002).Ventilation or industrial controls are devices intended to remove or reduce worker exposure to chemical, biological, radiological, ergonomic, and physical hazards. Recommendation Policies and measures for the safe handling of hazardous drugs should be in place for all circumstances in which these products are used throughout a facility. A complete safety program must be developed that deals with all features of the safe handling of hazardous products and materials that are in an environment. This program must be a joint effort, with input from all affected sectors and departments, such as, maintenance, employee health, pharmacy, nursing, medical staff, housekeeping, transportation risk management, industrial hygiene, clinical laboratories, and safety(Burch, 2002). Those from household should also be taken in consideration such that there is zero links with causes of health problem or risk to those that handle them. Product packages helves, bins and storage areas for hazardous products should always contain distinctive labels identifying those products that require special handling and considerations. This will prevent the health effects that occur through negligence. Summary Waste management aims in providing securities through policies that are formed. The policies monitor and measures safety that occurs in the different sectors continuously. The resulting measurements are reflections of the decreased occurrence and harshness of safety incidents, improved satisfaction of employee and also improvement in satisfaction of consumers. Through the conventional safety processes and procedures, the main aim of zero accidents and injuries is changed into computable results that have a positive effect on thousands of people.
